Ozhite nobility equip their own soldiers. Choosing from the people who live within their land having them prove themselves in training and equipping and paying them (when war comes) to match their apparent skill. Few nobles fight, even fewer do so well, but the Emperor has different standards set upon him. If he calls for war, and it is agreed upon, then he must also be able to swing a sword.
